Joel. - Current priorities - Housing - Transport - Crime - Health - Some environmental policy - Resources still directed by Whitehall but powers with Mayor - Use Graduate retention and elections as a lever. ## Background - GM has more devolved powers than anywhere else - No powers over HE directly. Devolved power in nations but not here. - But power over FE and Skills. Skills = innovation = growth - Greater Manchester Baccalaureate. ## English City Regions - poor - underperforming in major areas - Surrounded by poorer areas (eg Wigan, Oldham) - Lower progression to have HE (30-40% in NW, vs 50-60% in SE) - Less spent on R&D. Lots more in London and Oxbridge regions. - Lower skills in adult population and lower achievements in schools. ### Greater Manchester - Manchester is 3rd of GM region economy. Rest are around 5-10% ## Politics - VC and Andy have learnt to play nicely - Civic university agreements. - Atom Valley? up near Rochdale. - GM student mental health centre. - Student accommodation. Need to be sharper here. ## GMSP future - more focus on planning - Increased FE engagement, including student leadership.
